Are scrolls consumed? No. Casting from the action bar never eats the scroll.

Can other mods open the equip UI? Yes. Addons can open a custom equip UI via SpellActionbarMenuOpeners. Cast gating helpers (ActionbarCastGate) exist for addons such as Specs.

Why is Iron’s own spell bar gone? Actionbar hides it on purpose so icons and mana do not double up.

Does this work with Leylines? Yes. Leyline spells are Iron’s school spells. Equip their scrolls (or unlock them through Codex) onto the same bar.
